Invite: €40m PEACEPLUS Change Maker Funding Programme
|
The Special EU Programmes Body (SEUPB) and Pobal are currently preparing to open two new PEACEPLUS grants schemes aimed at grassroots communities.
The Change Maker Funding Programme will distribute €40 Million over the next 3 years to support people to people projects on a cross community and/or cross-border basis.
Ahead of the schemes formally opening, a series of ‘Be Ready’ community information events are now scheduled to take place across the PEACEPLUS Programme Area, for community, voluntary and target sector organisations who may be interested in applying over the next three years.
Co-operation Ireland, in partnership with Rural Action and East Border Region will deliver these support events across the region.

Leitrim PPN Member Spotlight
Leitrim Animal Welfare Centre
|
Leitrim Animal Welfare was established in 1997 by Christine Coulson and the Leitrim Animal Welfare Committee. Leitrim Animal Welfare took over the running of the Dog Pound for Co. Leitrim in May 2003, in conjunction with Leitrim County Council.
Their mission is to save as many lives as possible, care for abandoned and stray dogs that have felt very little love from human beings and to help them find a long term and loving home which they so richly deserve.
They are at present updating their centre and building new kennels. Leitrim Animal Welfare Centre are a valuable member of Leitrim PPN & do excellent work in the county.

Join from 7.30pm to hear from Kelley Bermingham, Dublin City PPN Representative on the Local Community Development Company.
Kelley is the Community Officer at St. Patrick's Cathedral, and has served on the LCDC since 2019. She will share her knowledge and experience from her time on the committee.
There will be lots of time for questions and discussion at this event, so it is perfect for anyone who is thinking of taking a role on the Local Community Development Committee, or who is a newly appointed PPN Representative. This is also a space for anyone who has been serving on the LCDC and would like to ask about any challenges they might be facing in their own county. Together we can discuss and help each other in our roles as PPN Reps!

Save the Date - Leitrim PPN Plenary
|
Special guest at our plenary is Ger Deering, who was appointed Ombudsman and Information Commissioner for Ireland by President Michael D. Higgins in January 2022.
The Ombudsman’s job is to examine complaints from members of the public who believe they have been unfairly treated by certain public service providers.
The Ombudsman also examines complaints about failures by public bodies to provide accessible buildings, services and information, as required under Part 3 of the Disability Act 2005.
They provide a free public service that is open and accountable. They examine complaints in a fair, independent and impartial way.
The Plenary is an opportunity for PPN member groups to meet, network and have a say on the work of the PPN and hear of upcoming events/training courses etc.
There will be refreshments, information stands and a discussion on funding grants.
There will also be another keynote speaker and a spotlight on one of the member groups.

Public Survey on New Rural Development Policy
|
Minister for Rural and Community Development and the Gaeltacht Dara Calleary has launched an online survey giving the public an opportunity to have their say on the next phase of Ireland’s rural development policy, ‘Our Rural Future’.
The survey is the first step in an extensive public and stakeholder consultation process which will continue throughout 2025, Minister Calleary’s department said.
The survey is open to everyone and asks participants about the opportunities and challenges facing rural Ireland, as well as what actions they think the government should consider to secure a “more resilient future” for rural communities.

As we get closer to May 23rd, The Leitrim Gathering once again extend their thanks to all community groups who are hosting an event for The Leitrim Gathering. Excitement is building and there is a lot of interest about the various events planned throughout the weekend.
Below are some updates we hope you will find helpful as you continue to put preparations in place for your event.
Road Closures
Please note that if your event requires a road closure, you will need to apply to Leitrim County Council Roads Section for approval. Submission of applications are required approximately 8 weeks before the event takes place, and the application form is attached below. We encourage you therefore to submit your application form as soon as possible to roads@leitrimcoco.ie.
There will be a cost involved, as any road closure must be advertised in the local paper. Additionally, you are required to submit insurance details for the event as part of your application.
Social Media
The Leitrim Gathering is on Facebook and Instagram! They have been sharing events on social media in recent weeks and months and will continue to share the latest news in the lead up to May 23rd, so make sure to check their channels regularly. Please like and share the content, and use #LeitrimGathering on all posts.

Mama Cash Fund for Women- Resilience Fund
|
The Resilience Fund supports feminist groups, collectives and initiatives that are founded, led, and/or run by people who belong to the communities whose rights they seek to advance. They are working to advance their own political and social agendas, to build connections across issues and borders, and to strengthen feminist and other social justice movements.
Grants from €5000- €50,000 available.

Street Feast is a Neighbourhood Network initiative. This year it takes place on 24th and 25th May.
"Neighbourhood Network aims to promote social inclusion, tackle loneliness and build supportive and resilient neighbourhoods around Ireland. We believe that building connections between neighbours increases the strength of the community overall and leads to more inclusive, healthier and happier communities.
Get together with your neighbours to share food and enjoy some conversation and camaraderie. It doesn’t matter if you live in an apartment or house, all you need is a space to bring people together. We have had feasts organised in front gardens, on streets and greens, in car parks, laneways, local parks and community centres."

Town and Village Renewal Scheme
|
Minister for Rural and Community Development, Dara Calleary TD, has launched the 2025 Town and Village Renewal Scheme which is designed to support the revitalisation of rural Ireland and to build greater resilience in to our town centres through regeneration projects.
This year’s Call For Proposals will allow one additional application for one larger scale project (up to €300,000 category) for those local authorities with an inhabited offshore island and/or Gaeltacht areas.
The Fund will support projects throughout Ireland with a focus on stimulating town centre economic and social regeneration through sustainable employment creation. Three funding streams are available under the Town and Village Renewal Scheme; the Main Scheme , the Project Development Measure and the Building or Land Acquisition Measure.
Projects will align with the objectives of the Government policies Our Rural Future, Town Centre First and Our Living Islands with a focus on:
- driving town centre regeneration;
- supporting town or village centre plaza development;
- development of green spaces or recreational amenities in town or village centres;
- the enhancement of our streetscapes;
- supporting town or village centre markets;
- upgrading or refurbishing community centres;
- bring vacant and derelict buildings back into use as multi-purpose community spaces;
- supporting vibrant and sustainable Gaeltacht communities and island communities on Ireland’s inhabited offshore islands.

Animal Welfare Grants Programme 2025
|
Under the Programme, grants are provided by the Department to support the operational activities of registered Animal Welfare Charities, to support them in the delivery of their animal care and animal welfare services.
Applications for grant funding are accepted on an annual basis. Please note not all applicants will be successful. Each applicant must submit AWGF Form A and Supporting Documents. Applicants who meet the qualifying criteria in AWGF Form A, will be issued with AWGF Form B.

Fáilte Ireland Multiannual Strategic Tourism Festival Investment Scheme: 2026 to 2028
|
Fáilte Ireland has a long history of supporting tourism-led festivals. Their funding schemes have always aimed to highlight the unique aspects of each destination, showcasing what is distinctively Irish and motivate visitors to travel to the destination for the benefit of the local tourism economy.
Their objective with this new scheme is to support, develop, and deliver a diverse and compelling portfolio of uniquely Irish tourism-led festivals and events to maximise the benefits of tourism festivals for the tourism economy and local destination.
Applications will not be accepted for the scheme after the Expression of Interest closes.

Non-Mainstream Music Education Bursary Scheme 2025
|
The grants allow organisations with limited or no access to other forms of public funding to pay for music classes, instruments and other equipment.
The Non-Mainstream Music Education Bursary Scheme has helped children’s choirs, concert bands, brass bands, folk orchestras, uileann pipers and more. It is targeted at smaller organisations involved in non-mainstream music education and community music initiatives who cater for socio-economically disadvantaged groups.

Squash Ireland Equipment Grants
|
Squash Ireland has secured equipment through the Sports Capital & Equipment Programme and is now accepting applications from clubs. Please note that quantities are limited.
Equipment being provided comes under the following categories:
Junior Squash Packs, First Aid Kit, Defibrillator, Squash Training Cannon, InteractiveSQUASH, Glass Show Court.
Deadline: Applications will be assessed on 14th April. Applications will be accepted after this date; however, it is not guaranteed that stock will still be available.

Lidl Vouchers for Community Groups Fundraisers
|
Lidl are proud to support local charities and community groups who promote social inclusion, health and wellbeing and environmental programmes. Where a local community group is hosting a community event or fundraiser which mirrors our values and pillars, we are happy to provide Lidl vouchers to support. These vouchers can be used by community groups and charities across the country for raffles, bake-sales, school healthy eating weeks, science projects and sports programmes. Please request a community request form from your local store.
You must apply at least 6 months before the event begins.

Sligo/Leitrim Garda Youth Awards 2025
|
An Garda Síochána Sligo/Leitrim in association with Sligo Credit Union and Leitrim Credit Unions are pleased to launch the 2025 Garda Youth Awards and aim to celebrate the outstanding young people in our communities.
Have you noticed a young person who has stepped up and went beyond to help out in their community?
A volunteer who has dedicated their time to help others at home/school or in the local community?
Why not acknowledge their commitment by nominating them for this year’s Garda Youth Awards.
Sligo/Leitrim Gardaí recognises the good work and achievements by so many young people throughout Counties Sligo and Leitrim who make their communities better places to live.
Any member of the public may nominate a young person between the ages of 13 and 21 whom they feel deserves an award and nominations may be submitted by family members or relatives.
Nominations are accepted for Individual, Group, Special Achievement and Community Safety categories.
Again this year, an award for the Under 13 age group is included. Awards are given in the following categories, Individual Award, Group Award and Special Achievement Award.

Nomination forms will be distributed by Community Gardaí in Sligo and Leitrim.

Public Consultation on Ireland’s Implementation of the Aarhus Convention and the Pollutant Release Transfer Register (PRTR) Protocol
|
DECC encourages your organisation to participate in this public consultation. This process will inform Ireland’s National Implementation Reports on the Aarhus Convention and PRTR Protocol 2025.
The Aarhus Convention lays down a set of basic rules to promote citizen’s involvement in environmental matters and improve enforcement of environmental law.
Its provisions are broken down into three Pillars:
Access to Information on the Environment, Public Participation in Environmental Decision-making and Access to Justice.
The PRTR Protocol seeks to reduce the burden of pollution and waste by establishing publicly accessible national pollutant registers. The Protocol requires each of its Parties to establish and maintain a publicly accessible national PRTR that meets certain requirements which are set out

Life Skills Online Programme
|
The Life Skills Online programme is now open for registration.
It's a free programme based on the principles of cognitive behavioural therapy (CBT), delivered online, over 8 weeks, at your own pace. Once the 8 weeks are up, you continue to have access to the modules for an entire year.
Each participant will be assigned a supporter, who is a trained Aware Volunteer. The purpose of the programme is to help you learn practical skills to help you cope with life’s challenges.

Launch of Letter Lingo BoardGame
|
Letter Lingo is a new and innovative boardgame developed by Leitrim Development Company to help learners improve their English language skills in a fun and engaging way. It is suitable for all ages and all levels of ability, from beginner to advanced, and challenging for native and non-native speakers alike.
It is ideal for any voluntary group, organisation, school or class engaging with new arrivals in the community, helping them improve English in a fun, creative and social atmosphere. It is also a brilliant way for native speakers to improve their vocabulary, concentration, and social skills.
Join LDCo on April 1st where they will be demonstrating the game, having a Q&A session, and letting everyone test their skills at the game itself, all with some light bites and refreshments. Copies of the game will be available free of charge to any voluntary group engaging with new arrivals.

ESRI Report - : lessons from the social activity measure during the COVID-19 pandemic
|
The ESRI is an independent research institute, recently published ”Promoting a nationwide collective response: lessons from the social activity measure during the COVID-19 pandemic”. Overall, the research shows that people can cooperate on a massive scale to achieve collective outcomes.
Working people took more risk than non-working people. Older adults took more risk than younger ones and people with higher socio-economic status took more risk than those with lower socio-economic status. Gender differences were small and there were no consistent regional differences.

When you find a stray dog it’s essential to follow the correct process to protect their welfare and stay compliant with Irish law. Here's what you need to know:
𝗚𝗲𝘁 𝘁𝗵𝗲 𝗘𝘅𝗮𝗰𝘁 𝗟𝗼𝗰𝗮𝘁𝗶𝗼𝗻
Note the exact location where the dog was found. This helps authorities investigate cases of abandonment, neglect, or irresponsible ownership. By reporting the location, authorities may be able to use camera footage or witnesses to track down the owner and determine if the dog was deliberately abandoned or improperly cared for.
𝗟𝗲𝗴𝗮𝗹𝗹𝘆 𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗱 𝘁𝗼 𝗥𝗲𝗽𝗼𝗿𝘁
Under the Control of Dogs Act 1986, you must report stray dogs to your local Dog Warden and Gardaí, providing:
A description of the dog
The location where it was found
Where it’s being kept
𝗪𝗵𝘆 𝗬𝗼𝘂 𝗦𝗵𝗼𝘂𝗹𝗱𝗻’𝘁 𝗧𝗮𝗸𝗲 𝗠𝗮𝘁𝘁𝗲𝗿𝘀 𝗜𝗻𝘁𝗼 𝗬𝗼𝘂𝗿 𝗢𝘄𝗻 𝗛𝗮𝗻𝗱𝘀
While it may be tempting to take in a stray dog, taking it into your care without notifying authorities can complicate the situation. Stray dogs must go through the legal process under the Control of Dogs Act 1986.
𝗪𝗵𝗮𝘁 𝗣𝗼𝘄𝗲𝗿𝘀 𝗗𝗼𝗲𝘀 𝗮 𝗗𝗼𝗴 𝗪𝗮𝗿𝗱𝗲𝗻 𝗛𝗮𝘃𝗲?
At Leitrim Animal Welfare our Animal Wardens are authorised under both the Control of Dog Act 1986 and the Animal Health and Welfare Act 2013 and work within the legal framework to ensure every animal is treated fairly and lawfully.
𝗜𝗻𝘃𝗲𝘀𝘁𝗶𝗴𝗮𝘁𝗶𝗼𝗻𝘀 𝗶𝗻𝘁𝗼 𝗔𝗯𝗮𝗻𝗱𝗼𝗻𝗺𝗲𝗻𝘁 & 𝗡𝗲𝗴𝗹𝗲𝗰𝘁:
Here at Leitrim Animal Welfare, we always strive to fully investigate cases of abandonment and build a case where possible. Reporting the dog and its location ensures that we can pursue any potential neglect or illegal breeding cases, protecting the animals and holding offenders accountable.
𝗖𝗵𝗮𝗻𝗴𝗲 𝗡𝗲𝗲𝗱𝘀 𝗗𝗮𝘁𝗮 - 𝗬𝗼𝘂𝗿 𝗥𝗲𝗽𝗼𝗿𝘁 𝗶𝘀 𝗘𝘀𝘀𝗲𝗻𝘁𝗶𝗮𝗹!
If you care about making a difference in Ireland’s Dog Pound System, the most important thing you can do is report stray dogs. The government is actively working towards improving animal welfare and dog control, but we need solid statistical data to back up the case for change.
Accurate figures showing the number of stray or abandoned dogs are essential for ensuring proper resources are allocated to pounds, rescues, and dog control services. By reporting a stray, you are helping to create a clear picture of the extent of the issue. Without these numbers, the true scale of the problem can’t be understood.
𝗖𝗼𝗻𝗰𝗲𝗿𝗻𝗲𝗱 𝗔𝗯𝗼𝘂𝘁 𝘁𝗵𝗲 𝗣𝗼𝘂𝗻𝗱 𝗦𝘆𝘀𝘁𝗲𝗺?
No need to worry! Rescue organisations work closely with pounds across Ireland, giving stray dogs a second chance. Dogs that enter the pound system are microchipped, vaccinated, and may even receive a spay/neuter voucher. If the dog isn’t claimed within 5 days, you can adopt it and give it a loving home.
𝗦𝘁𝗿𝗮𝘆 𝗗𝗼𝗴𝘀 𝗠𝗶𝗴𝗵𝘁 𝗕𝗲 𝗣𝗮𝗿𝘁 𝗼𝗳 𝗕𝗶𝗴𝗴𝗲𝗿 𝗜𝘀𝘀𝘂𝗲𝘀
Some stray dogs could have been stolen or escaped from neglectful situations. Reporting them could help uncover larger animal welfare violations. In Leitrim, there has been cases where stray dogs were moved to neighboring counties, making reunification harder. Reporting the original location can improve their chances of being reunited.
